- 2026 standard deduction: $11,200 single/MFS, $22,400 MFJ/qualifying widow(er), $16,800 HOH. Personal and dependency exemption: $5,250 each. Rhode Island does not allow federal itemized deductions.
- The standard deduction and all exemptions phase out for modified federal AGI between $261,000 and $290,800 (phase-out increment $7,450) and are fully eliminated above $290,800.
- The FY2027 budget (H 7127, Article 6; signed June 12, 2026) creates a high-income surtax on Rhode Island taxable income over $1,000,000: 1% for tax year 2027 (6.99% top rate), 2% for 2028 and 3% from 2029 (8.99%), with the $1 million threshold inflation-indexed after 2027. It does NOT apply to tax year 2026. The same article adds a refundable child tax credit of $330 per child starting in tax year 2027 and, from 2027, removes the full-retirement-age requirement for the Social Security modification.
